Continue to work to address projects identified in the Facilities Master Plan, through the dedicated budget allocation for capital facility projects per Board policies.
Policy:
Background For the past 8 years, the District has completed approximately $12.5 million in HVAC upgrades utilizing Guaranteed Energy Savings Contracts.   The Board Facilities Committee met on October 6, 2020 to review and discuss potential summer 2021 capital projects.   The recommendation of staff was to focus on improvements to the district mechanical systems as identified in the Capital Planning Document.  The goal is to modernize, address comfort issues, replace control systems, and upgrade aging systems.    This information was then presented to the Board of Education at the October 14, 2020 meeting.

Summary: It was the recommendation of staff to continue to utilize a Guaranteed Energy Savings Contract process, and given the size and scope of the work, it was decided to release a Request for Proposal (RFP).  The RFP was released on September 25, 2020 and responses were received on October 27, 2020.  Two vendors replied, and both were interviewed by the Operations HVAC committee and Paul Pessetti from Legat Architects.  Performance Services was chosen as the preferred vendor.              

Attached to this report is a Letter of Intent, authorizing the administration to initiate formal negotiations with Performance Services, for a performance contracting program and authorizing the Superintendent or his designee to finalize a guaranteed energy savings contract.    The final contract will be brought to the Board of Education for approval at the December meeting.

Recommendation: We would recommend that the Board of Education approve and execute the attached Letter of Intent, authorizing the Administration to initiate formal negotiations with Performance Services for a Performance Contracting Program and authorizing the Superintendent or his designee to finalize a cost saving analysis of Energy Conservation and Building Improvement Measures.
