Continue to work to address projects identified in the Facilities Master Plan, through the dedicated budget allocation for capital facility projects per Board policies.
Policy: 4.152 - Capital Renewal Funding-Sherman Dergis Methodology
Background: The Board Facilities Committee reviewed and recommended a number of projects to be completed this summer as identified in both the Facilities Master Plan as well as the Capital Facilities Plan. The committee recommended and the Board approved going out to bid on several projects. These project bid packages will go out in phases to expedite the long-lead items. The first package is the removal and replacement of doors at 12 schools, sprinkler system repairs at Pleasant hill, and stage access lift replacement at Monroe. The Board is being asked to approve the bid for this work tonight.

Summary: The bid opening for doors, sprinkler repairs and stage lift replacement was held on February 5, at 2:30pm. During the two (2) week bidding period prior to this date, ten (10) contractors became Bidders of Record. Two (2) sealed bids were submitted to the District. Attached is a letter from Legat Architects recommending Manusos General Contracting, Inc. of Fox Lake, Il as the lowest responsible bidder with a Base Bid of $807,000 and Alternate No. 9 ($27,595), Alternate No. 10 ($31,673) and Alternate No. 11 ($29,755); for a total contract amount of $896,023.

Pending a State of Illinois Grant approval, it is also recommended the Board of Education award for additional doors at Wheaton North Alternate No. 3 ($122,900) and Alternate No. 4 ($14,221); for a total contract amount of $1,033,234.

The bid tabulation for all bidders and the ROE Permit Applications for all school based projects over $50,000 as required by the ROE are also attached.

Recommendation: We would recommend the Board of Education award the bid for Door Replacement at 12 Schools, Sprinkler System Repairs, and Stage Lift Replacement to Manusos General Contracting, Inc. of Fox Lake in the amount of $896,023, and approve additional work at Wheaton North pending a State Grant Award in the amount of $137,121 and submit the appropriate building permit applications to the Regional Office of Education.
